Does That Mean Nothing Can Be Built Here?
Why Repairing Beats Rebuilding More Often Here
Because repair sidesteps the question entirely. Section 65962 reaches permits that would result in a new residence, and a repair to an existing house is not that.
So on a Pocket property where the structure survived, the repair route is not merely cheaper, it is procedurally simpler in a way that has real value. A rehabber who understands that can frequently outbid a rebuilder, which is the reverse of what happens in most markets we work in.

Most of this area was built from the 1970s onward, which means engineered trusses, engineered floor systems and slab-on-grade foundations.
Engineered assemblies do not repair in sections the way older dimensional framing sometimes does. Once heat has compromised the connections the assembly comes out whole, which pushes a fire that reached the roof toward a full replacement.
And the slab underneath is the usual invisible unknown. Heat damage to a slab does not show, and on a house where the framing already points toward replacement, the slab frequently decides between two very different numbers.

The Numbers That Apply Here
SB 5 was signed on 10 October 2007. It required valley general plans to be amended by 2 July 2015 under Government Code section 65302.9, and zoning ordinances by 2 July 2016 under section 65860.1, against a two-hundred-year flood event standard.
Section 65962 then bars approval of a ministerial permit resulting in a new residence within a flood hazard zone absent findings. Sections 65865.5 and 66474.5 extend the same logic to development agreements and to maps. Most housing here dates from the 1970s onward.
