Two Questions, and Neither Answers the Other

The mistake made most often on this side of the city is treating the building question and the flood question as one.

They are independent. A house can be structurally sound and sit in a mapped flood hazard zone. It can be a total loss on ground where nothing constrains a replacement permit. Every combination of the two exists within a few blocks here.

Which Should I Ask First?

The flood one, because it is free and takes minutes, and because it can change what you do about the building. If replacement is constrained then the value of establishing whether the structure can be repaired goes up sharply, which affects whether an engineer's fee is worth spending.
