Leaving the City Does Not Leave the Framework

The point owners get wrong most often out here, and it costs time.

SB 5 reaches every city and county within the Sacramento-San Joaquin Valley, and the Legislature declared expressly that flood protection in these drainage areas is a matter of statewide concern rather than a municipal affair. Because that declaration is what makes the scheme bind charter cities, which can otherwise regulate municipal affairs free of conflicting general law. Without it, some jurisdictions in the valley would have had an argument for sitting outside the requirements entirely.

Each City Is Its Own Department

Elk Grove, Citrus Heights, Rancho Cordova, Folsom, Galt and Isleton are incorporated cities within the county, each with its own general plan, zoning ordinance and building department. Beyond the county line the surrounding region adds more.
